Can modify the bootloader?

Hello,


 I have a Biometric Terminal with Windows CE 5.0, i try to install a new
version of .net Compact Framework and when turn off the biometric and then
turn on, the install disappear.

How i can to modify the bootloader that don't delete the installed
program?.

Can the S.O. reprogrammed or re-installed?.
