absolute user application

Hello,
What is absolute user application and how can I write a non-OS based
program for mini24410?

Looks like a Windows term.

non-OS ... search here for StartOS or learn to program the arm9 in "bare
metal", ie without an operating system.  Search Keil on this site.

If you give some clues about why and what you want to do on a micro
controller there might be better suggestions ... like why not do your
programming on an Arduino or ATMEL 8bit uP.
