JTAG is unable to reset or/and halt target in NOR boot mode .

I have got Spansion's 2 MB nor flash ( S2AL016J ) on my mini2440 .

The problem is that my JTAG is unable to reset or/and halt target in NOR
boot mode . So , i m unable to flash the nor whose boot-loader has somehow
wiped out .

I have tried out with both H-JTAG as well as openOCD , both of which are
working fine in case of NAND mode .

My doubts are more on some hardware defect now . But i'm not sure what it
is exactly .

Any suggestions on how to troubleshoot , things to be checked on either
hardware or software ?????
