Please provide users with 3D exported CAD file of mini2440 PCB
It easily exported using 'save as' command of altium/protel

is it too expensive for designers/manufacturers !?

Are you sure the design is done in Altium and that they actually used 3D
models in doing so? 

The schematics indicate that it is Altium but no way to know which version
or if they used the 3D capabiliy.

Usually, parts/components in the libraries have 3D model by default.
Even, you can simply define a 'mechanical layer' as '3D body' of custom
design parts/components in your PCB Library.
Various versions of PCB files (even between various applications/products)
are imported as new files.

Only, PCB file of mini2440 is in demand for generating a 3D CAD file.

Because of privacy/commercial considerations (and usually by default in
.step files),  the track layers are omitted during generation of 3D body.
